I have Motorola Australia with the following inquiry: Their customer uses the MC9090 CE 5.0 53 Key devices Function Key often The Function Key on the MC70 has 3 states, Off, On, and Locked, and they wish similar functionality on the MC9090 CE 5.0 device, but the Function Key is only 2 state. Is there any way to modify/change this behavior to bring it in line with the MC70?

No. MC9090 is the next gen MC9000 so it inherited the behavior of MC9000 keyboard driver, so it cannot be changed to behave the same.
