Multimedia Broadcast Multicast Service (MBMS) Update

Many RFPs received to date have required Multimedia Broadcast Multicast Service (MBMS) to support the customer vision of multicasting video streams.  Motorola also has interest in MBMS to potentially support public safety applications such as push-to-talk voice in a one-to-many scenario similar to our ASTRO, TETRA, and iDEN technologies. To date, we have responded positively to this requirement, stating that Motorola would support MBMS after the standard is defined.  However, this is currently not true, and we need to limit our risk in this area by taking a "wait and see" approach.  The next R9 compliant release expected from Ericsson will not contain MBMS, and Ericsson has not made an MBMS roadmap commitment.  The feedback received from Ericsson indicates that there is not enough carrier interest in MBMS to initiate development of the feature in handset silicon or infrastructure.   Motorola continues to push for MBMS with our vendors in support of public safety interests; however, this is an uphill battle.  A lthough the MBMS standards may be "functionally" complete, there is concern that the standard may not be sufficient for supporting mission critical grade voice and video.  Key concerns are inefficient use of spectrum (somewhat ironic considering that this is the idea behind MBMS) and start up latencies on the order of 5 to 10 seconds, which is certainly problematic for mission critical PTT voice. When responding to RFPs, use caution when responding to requirements for MBMS, and be sure to work through the PdM team.
