Rajeev, the SW lead for MC18 sent the following information on this subject:

The volume of the MC18 is set to Maximum as a part of the Out of Box Experience (OoBE) enhancements that we included in MC18. Users can change the volume of the device to decrease the loudness of screen taps. There is also an option to remove the screen tap sounds, if they prefer.

To change the volume level, there is a registry key:
[HKEY_CURRENT_USER\ControlPanel\Volume]    "Volume"=dword:FFFFFFFF    ; 0=off, 0xFFFFFFFF=maximum

For screen taps/keyclicks:
[HKEY_CURRENT_USER\ControlPanel\Volume]    "Key"=dword:10002        ; Keyclicks: 1=soft, 0x10002=loud    "Screen"=dword:10002    ; ScreenTaps: 1=soft, 0x10002=loud
