We need setup push notifcations for Motorola MC40 and TC55. Do these devices support GCM push notifcations. Also please let me know the procedure to setup push notifications using rhomobile.

Yes it is available in MC40 and TC 55.

To have GCM (Google Cloud Messaging) a device needs to have installed GMS (Google Mobile Services).
These are not available on the MC40 and on the TC55 Professional, only the TC55 Standard is sold with GMS installed.
To have push notification there're alternatives on the market that avoid to have to setup every unique device with a GoogleID (not always accepted by enterprises) and can provide more control to you.
RhoConnect Push is such a solution, as it is available with it's own device services that avoid to use GCM on Android:

Another, open source, alternative can be to use MQTT, like on this demo app:
