Is there any way to assign fixed IP address for Android usb tethering?

My customer wants to connect their MC32 Android to a PC via a USB cable. They want to use USB tethering to transferinformation from the MC32 to the PC and from the PC to the MC32. The problem is that every time USB tethering is activated, a new IP address (in the subnetwork192.168.42.0/24) is assigned to the network interface created on the PC. This means that the application code running on the MC32 can't easily initiate a communication with the PC. Is there any way to assign fixed IP address for Android usb tethering?

The IP address assigned to the android mobile phone in case of USB tethering is static only, but hard-coded as 192.168.42.129 with 255.255.255.0 being the netmask. In case you want to check your IP? You can check here: https://www.purevpn.com/what-is-my-ip
