when the SB1 is off appears the Regulatory Information Screen.
Is it possible change the SB1 Regulatory Information Screen with another image or another information?

I don't think that that image is intended to be configured.
Obviously it can be changed because it's something that is local on the device and referenced from the JavaScript shell code. But such a change needs to be managed over time when new BSP are released.
What are you trying to achieve?
Just remember that the SB1's off status it's something that it's not usually used in the field. The device it's intended to be always on.

There are regulatory reasons that the information on that screen needs to be available on the device. Normally that would be on a sticker on the device, but since the device is so small and the display is readable with power off, it was decided to put the information on the eink display rather than try to squeeze it all on to a sticker somewhere that would be very hard to read. So I don't think we can or would support removing it from the power off screen. As Pietro says, the normal use case of this device is that it is never powered off.
