Is there any alternative API javascript to use the Barcode Scanner than Rhodes? Therefore the same is paid; I have project that I need to make this feature more unfortunately the API is expensive for my budget.

The API isn't the issue. The Barcode Scanner is a RhoElements feature, whether you use Javascript or Ruby, and thus, requires licensing.
I don't think it can be done in just Javascript. It needs device features that aren't available in Javascript. (Maybe with very new devices that support HTML5 camera?) You could write your own barcode scanner extension.
I think Rhodes used to include some open-source barcode reader? (Zebra?)
